EL UNIVERSAL. As the violent and insecurity climate dominates this entity, particularly Juarez City, the Democratic Revolutionary Party (PRD) demanded the recantment of powers Chihuahua.
As par of a resolution during its third meeting of the seventh National Council Gathering, the PRD instructed its legislators in the Republic’s Senate to make the official petition before the High Chamber, and that, in the case of being approved, a provisional Governor would be appointed, elected from candidates nominated the Executive.
In the same way, members of the PRD third meeting of the seventh National Council Gathering, that concluded last night, instructed the only local PRD Representative in Chihuahua, Victor Manuel Quintana, to make the same official request before the State’s Congress.
The rule of procedure, fifth fraction in article 76 of the Constitution establishes that if the Senate determines the revocation of constitutional powers, it will be proceed to formulate the statement in tha case of appointing a provisional Governor.
“As for its effect, the Senate shall request that the Republic’s President shall present a nomination of three individuals, so that from this group, the corresponding appointment is made. Such presentation shall be made within the following three days after the Senate’s request”, states the text.
Members of the PRD’s National Council established that the security policies and the anti-crime strategy followed by the Federal Executive “have shown it inefficiency, insufficiency and ineffectiveness in guaranteeing the safety of citizens as part of their fight against organized crime”.
“The PRD, committed with society’s most sensible causes, in favor of fighting impunity and of confronting the problems of insecurity experienced by our country, strongly condemning the recent events in Juarez City, Chihuahua”, emphasized one of the resolutions.
It was also emphasized that the fight against organized crime has been based exclusively on a military operative, however, “has left untouched the finances and property that make the operation and survival of organized crime possible”.
“The PRD favor a radical change in the strategy being implemented by the Federal Government and proposes the amending of public policies related around the respect of fundamental rights enabling Juarez’ citizens to regain their trust in the elements of public safety as well as the reconstruction of the social fabrics”.
“We strictly reject the implementation of a state of exception that restricts the exercise and the constitutional Guarantees”, emphasized the resolution, read at the conclusion of the PRD gathering.
